esign Competition Announced for Youth Culture Center in Seobusan Smart Valley (formerly Sinpyeong–Jangnim Industrial Complex)
Construction to begin next year and finish in 2028: three-story, 1,458 m² facility to include shared offices, exercise areas, and rest spaces
Saha-gu has launched a design competition for the Youth Culture Center to be built in Seobusan Smart Valley, formerly known as the Sinpyeong–Jangnim Industrial Complex. The district plans to construct the Youth Culture Center as a three-story building with a total floor area of 1,458 m² at 1144-15 Jangnim-dong. The center aims to support the transformation of the aging industrial complex into a youth-friendly industrial zone by providing cultural spaces for young workers and serving as a central hub for youth activities.
The facility will include a shared kitchen, a community start-up incubation center, and youth shared offices, along with welfare amenities such as indoor exercise areas and rest spaces. The project has a total construction budget of approximately KRW 6.851 billion, with design fees estimated at around KRW 310 million. Construction is scheduled to begin in October 2026 and is expected to be completed by March 2028.
Saha-gu will accept design submissions until 4 PM on December 12, followed by a two-stage evaluation process to select the winning design.
Seobusan Smart Valley adopted its new name to shift the image of the aging Sinpyeong–Jangnim Industrial Complex. Since being selected for the 2024 Industrial Complex Environment Improvement Project package, the area has been advancing various initiatives to reinvent itself as a modern, future-oriented industrial hub.
